SVA Rule #7. 

Sometimes a sentence begins with “there” to introduce the subject of a sentence, especially before the verbs be, seem, and appear. In this structure, the normal word order (or syntax) of a sentence is reversed so that “there” appears at the beginning of a sentence, followed by the verb BE and then subject, always in that order.

There is someone on the phone for you.

There is no doubt who is the best candidate.

 Example #14. 

Find the main subject and verb by removing ‘there’.

 In recent months, there have been many questions raised about the handling of the company’s finances.
